ESTONIAN REPUBLIC. Based on Tartu Peace treaty, an independent nation-state both de facto and de jure, governed by Estonians - this is the uncompromising demand of Estonian independence nationalists. * We defend the Estonian Constitution, especially its first paragraph, which has unexpectedly become a last stand in the fight for the survival of the Estonian nation. * Estonia’s joining with the European Union was done in violation of the Estonian Constitution. The ratifying of the EU constitution by the Estonian Parliament was an act of treason. Estonia must exit the European Union and regain independence once again.
GOVERNMENT POLICY. We recognise the idea of the State being the highest form of organisation in civilisation. We oppose neoliberalist claims, such as the State being a priori economically inefficient. * We guarantee the same opportunities to the development of local life as currently enjoyed only by regional centres. The number of local governments will be determined by the free will of the people, also by the historical, economical and cultural traditions of the locality. * We deem necessary the direct election of President, setting up the legal mechanism for calling back a Parliament representative, and the direct elections of local County officials.
NATIONAL POLICY. Our aim is to sustain the Estonian national majority in our traditional homeland. * We understand the seriousness of our situation, the depth of our national crisis. Most important are the questions of low population growth rate, the high ratio of non-Estonians within Estonia, assimilation, migration, poor public health, the emptying of rural areas. However, it is possible to overcome the situation in the long run. * We will not accept handing out citizenship to Soviet immigrants, we will not allow a new wave of mass colonisation or migration neither from the East nor the West. We will enforce strict policies regarding citizenship, language, and immigration. We will promote the repatriation of colonists and the decolonisation of Estonia. * A healthy family and a secure home is most important for a human being – the government social policy must be family oriented and supportive of Estonian population growth. DEFENSE POLICY. The defense of Estonia must rely on the defensive will of the people. The national security of Estonia must also rely on international agreements and upon Estonia’s actions as a geopolitical subject in the mediation of geopolitical spheres.* The strength of our national economy, along with recognising geopolitical realities is essential to Estonian national security. For that reason, Estonia must guarantee equal access to foreign investments from different geopolitical spheres, at the same time not allowing foreign investments to interfere with the growth of Estonian national economic sector, or achieving domination in regards to Estonian national capital. * We support NATO membership. We support cooperation with UN peacekeeping forces.* We support mandatory national military draft system.* The Defence League must be developed into a mass organisation, Defence League youth organisations must be expanded. * The sale of land and national resources to non Estonian citizens must be prohibited.
SECURITY. We deem personal liberty to be the foundation of society. Estonian government so far has been unable to prevent abuses of the liberties and opportunities of its citizens. For that reason the punishments for such abuses must be not only harsh, but inevitable. * Rooting out the possibilities for criminality and corruption in legislation is of high importance. * The fight against organized crime must be a national top priority. Convicted criminals must not be allowed to apply for Estonian citizenship and their residency permit must be invalidated.
FOREIGN POLICY. The strength and reputation of Estonian foreign policy can be advanced by international cooperation and economic success. That is why foreign policy must be based on equal communication with all near and far non-hostile countries, based on our national interests. We must maintain a balance in relations with both East and West, whereas East does not mean only Russian Federation, but all countries to our East. * Estonia’s communication with other countries must only be based on equal, dignified and mutually beneficial grounds. Estonia must be developed into a geopolitical subject with international standing, our foreign policy must be geopolitically based, meaning Estonia must become the „new Switzerland“. (explained in the book: „Estonia and geopolitics“, Tallinn, 2002). * We support the right of self determination of other nations in their respective national homeland.
EUROPEAN UNION. We consider our duty to inform fellow citizens of the consequences involved in EU membership: loss of sovereignty, loss of our homeland’s economy and resources mostly to foreign buyers, loss of control over our borders, territory and immigration policy, loss of control over our language-, defense-, economic- and foreign policy. As a result, Estonians as a people will be marginalized into a people unable to govern their own homeland. * Europan Union shall be an important strategic partner to us. EU is a federation and our current status as an autonomus province is not satisfactory for us. * We will continue to explain that there is no alternative to independence, sovereignty and building an independent national economy. We will continue to explain that the building of independent Estonia is possible (see EIP doctrine: „Estonian independence and the economy – Estonia as a neoautarctic geopolitical sphere“, www.iseseisvuspartei.ee) and, once realised, will be worthy of admiration by the whole world.
ECONOMY. Economic activity within a national territory consists strictly of two parts: economic activity of residents (official name: national economy) and the economic activity of non-residents (foreign citizens, foreign capital). All economic activity is measured by the gross domestic product – GDP. The economic activity of residents (our national economy) is measured by gross national product – GNP. Whereas the GNP=GDP-EP (Extracted Profit out of Estonia). Estonia is very exceptional in a negative sense that the extraction of pure profit by non-residents is exceptionally high (about 30 billion EEK in 2007), meaning that the national economy of Estonia is weakened, Estonia is a neocolonised country, where residents serve as cheap labour for foreign capital. * Only GNP values should be used to measure the living standards of Estonian people and Estonian economic growth, not GDP values, as done today, because extracted profit does not serve the Estonian nation. * Still, repairing of our national economy is still possible, if based on the following principles:
· The countries of the world are divided by economic policy, into: neoliberal capitalism (Western industrial countries), nationalist protectionism (South-East Asian successful economic countries), neocolonised countries (those, that have followed the economic policies of IMF). Estonia is a typical neocolonised country, with our national economy virtually destroyed and ruled by foreign (capital) economic activity.
· To save our national economy, we need to bring our legislation into accordance with the preference towards national economy, bring our economy out of the leadership of IMF, and make the Bank of Estonia function as an effective central bank. Among other things, the Bank of Estonia must restore/rebuild Estonian national banking. Guaranteeing free lending opportunities for our national economy will open the path to its rebuilding. The current banks (Swedish, Finnish) that rule Estonia are pursuing a merciless policy of ruining the Estonian national economy.
· By using foreign investments, at the same time holding their nature under tight control: blocking such investments that are aiming to buy out our home market and natural resources. We will allow only those kinds of investments that are beneficial for Estonia, not excluding any geopolitical sphere, but practicing the principle of geopolitical balance of foreign investments and economic relations.
· Implementing an economic strategy of national programs focusing on export.
· Infrastructure must belong to the state, for example railways, energy sector, large ports.
* We will pursue a moderately state-controlled protectionist economic policy, we will avoid neoliberal economic policies. * We value all forms of economic activity: both private- and state-controlled-, but also cooperative business, along with large-, average-, and small businesses. * We will favour export manufacturing and end-product manufacturing to selling of national resources. * In developing the national economy, we will fittingly rely on Estonia’s exceptionally large volume of natural resources (per capita), we will rely on Estonia’s huge geopolitical potential, which is due to our favourable geopolitical location.
RURAL LIFE. Agriculture must again become one of the foundations of our well-being and security. We will restore the vitality of agriculture with parity based customs duties, using the whole world’s market potential. * We will value resource- and natural conservation, we will favour ecological farming, at the same time not obstructing the development of large farms. * Estonian agriculture must cover Estonia’s demand of local food products.
TAXES. We will moderately tax both income and sales. * We deem necessary to add another breaking point to our income tax system, which already has one breaking point. * We will tax dividends and we will tax profit extraction from Estonia. We will tax reinvested profit on a smaller scale than extracted profit.* We will hold the overall tax burden below 39% * We will increase the role of local governments in collecting tax.
SOCIAL POLICY. We will implement the relative standards of minimum income, minimum wage, pensions and unemployment benefits, in accordance with European countries with a similar level of development. * Our objective is the dignified existence of the society as a whole. * Material inequality in Estonia has gone beyond the limits of what is acceptable in a civilised country. One of the main objectives of our social policy is diminishing material inequality to socially acceptable standards.
EDUCATION. We value education, as an important investment, and also as a prerequisite for a successful economy. * Estonian public schools, also private schools in Estonia must guarantee the knowledge of the Estonian language. Other-languaged education must be conducted in accordance with the laws of cultural autonomy. * We promote adult education, further education, education which promotes common decency and values the individual. * We support comparative religious studies in schools. * We will increase science funding by 2% and direct the finances towards applied sciences and innovation, especially towards making new inventions.
CULTURE. We will build our society based on our national culture. Such a society relies on creative self-expression, maintains and develops the heritage of our ancestors, our national heritage, and regional culture. National culture is a prerequisite for the survival of our nation, and it gives an impulse towards a culture of achievement.* The state must guarantee the development of national sciences (Estonian language and Estonian history). Protection of the Estonian language must be a national priority. * We exclude any state pressure on cultural expression, we guarantee tax exemption in broad range cultural sphere. * The development of national cultural objects must be closed to foreign subjects. HEALTHCARE. We value personal and national health as the basis of survival as a nation and national security. * We consider it necessary that free healthcare is to be provided by the state at least at a humanitarian level, we must maintain a state-owned hospital and emergency services network.* National healthcare and family doctor system has to be reformed. * We will value and promote healthy living. Sports must be made accessible to every citizen.
